What Is The Best Language Translation Computer Program That Doesn’t Require The Internet?

I'm trying to use a computer program in a small netbook for translations. Has the keyboard easier than translation devices do not. and small in size. but most of these programs require an Internet connection. There are more than language translation software that is not?

    I have always used http://www.download.com a a resource when considering new programs.
    And, for those creeps who complain about specific products being recommended on Yahoo!
    I AM NOT RECOMMENDING ANYONE PURCHASE ANYTHING!
    I’m merely suggesting a place to look for information.
